Chinese Firm to Build Sh7.5bn Homes for KDF Soldiers

Project seeks to ease shortage of houses for military officers.

Chinese Railway Number 10 Engineering Group Company Ltd is set to begin construction of houses in several Kenya Defence Forces premises following the launch of a project that seeks to ease housing shortage for soldiers.

The 3,069 homes, which are estimated to cost Sh7.5 billion, will be built in Roysambu, Nyali, Gilgil, Nanyuki and Lanet barracks over the next two years.

On Wednesday, President Uhuru Kenyatta launched the project at Roysambu Military Camp where 500 units are expected to be completed next year.

Construction will proceed concurrently in all five sites.

“This will be the first public-private partnership project for KDF. We will push it to ensure every serving man and woman and their families have decent accommodation,” he said.

“We shall ensure every place with soldiers has housing units. They need to live in comfort, knowing that their families are also safe,” the President added.

Currently, military officers not housed in barracks live in rental houses.

The proposed houses will accommodate 2,089 single officers and an additional 980 married officers and their families.

Married officers will get two-bedroom houses, while senior non-commissioned officers will live in three-bedroom houses with their families.

Chinese Railway Number 10 will provide the financing in addition to building the houses, which will be developed on a build, lease and transfer arrangement.

The company will receive quarterly payments of Sh125 million from the Department of Defence for 15 years to recoup its investment.

The project comes days after President Kenyatta assented to the Public Private Partnerships Bill 2021, which expands the role of the private sector in PPP initiatives beyond financing to include construction, operation, and maintenance of projects.

The new law, which repealed the 2013 legislation now provides an elaborate legal framework to cover both national and county-level PPP projects.
